<p>Effective teachers and education leaders are  critical to raising student achievement, and today&#8217;s increasingly  competitive and global economy underscores the need for well-qualified  educators in every classroom, school, and administrative office.</p>
<p>ASCD is seeking young professional educators who</p>
<ul>
<li>Educate the whole child, helping to ensure each  child is healthy, safe, engaged, supported, and challenged.</li>
<li>Demonstrate educational leadership in their school, district, and  community.</li>
<li>Show a positive impact on student achievement.</li>
<li>Illustrate significant contributions to the education community.</li>
</ul>
<p>Educators may be nominated in either the <a href="http://www.ascd.org/programs/Outstanding_Young_Educator_Award/OYEA_FAQs.aspx#As_a">Teacher  or the Administrator</a> category. Honorees are chosen from a select  group of candidates with exemplary applications. Every year, the  Outstanding Young Educator Award winner is chosen from among the  honorees.</p>
<p>ASCD will recognize each honoree and support  opportunities for leadership skill building, professional development,  and exchange of ideas among honorees. The <a href="http://www.ascd.org/programs/Outstanding_Young_Educator_Award/OYEA_FAQs.aspx#If_I">OYEA  winner and the honorees</a> will form a cadre of exceptional young  educators who, throughout the upcoming year, may have opportunities to  model, network, and share their best practices with one another and the  ASCD community.</p>

<p>As  the President of the Ysleta Teachers Association, I am proud to  announce that Ysleta ISD has been named as one of the top five finalist  in the country for the <a href="http://www.broadprize.org/index.html">B</a><a href="http://www.broadprize.org/index.html" target="_blank">road Prize  for Urban Education</a>. The Broad Prize is awarded each year to honor  urban school districts that demonstrate the greatest overall performance  and improvement in student achievement while reducing achievement gaps  among low-income and minority students.</p>
<p>In the <a href="http://archive.constantcontact.com/fs007/1101797692677/archive/1102877693815.html" target="_blank">YTA December E-Newsletter</a>, I announced that YISD  was selected as one of 100 eligible districts in the nation.</p>
<p>Thank You and Congratulations for the hard work and  dedication that you have exemplified. Our children deserve the best and  you, as professionals, have continued to step up to the plate.</p>
<p>I am proud to be your President and I look forward to the continued  success and dedication to the students in our District!</p>

“</strong>Noel Candelaria, the president of the Ysleta Teachers Association, was one of two teachers who spoke against the plan.</p>
<p style="text-align: left;">
<p style="text-align: left;">Board President Marty Reyes allowed Candelaria to speak only after he stood up and said that he had requested time in an e-mail last week. She first gave him two minutes until he protested that everyone else was allowed three minutes.</p>
<p style="text-align: left;">
<p style="text-align: left;">&#8220;I think our voices were heard, but they weren&#8217;t taken into consideration,&#8221; Candelaria said. &#8220;They had their minds made up.&#8221;</p>
<p style="text-align: left;">
<p style="text-align: left;">Candelaria maintained that the district should have contributed more. He said increases should have been phased in over two years to allow hourly employees who make less than $20,000 a year more time to adjust.</p>
<p style="text-align: left;">
<p style="text-align: left;">Bob Ward, the school board&#8217;s vice president, said that hourly employees in that category could seek state help through initiatives like the Children&#8217;s Health Insurance Program.”</p>

<h1 style="text-align: left;">Say What?</h1>
<p style="text-align: left;">Why is YISD trying to shift their responsibility to state of Texas?  The board believes we should tell our employees to sign up for CHIP because YISD refuses to take care of our own.</p>
<p style="text-align: left;">
<p style="text-align: left;">Outrageous!</p>
<p style="text-align: left;">
<p style="text-align: left;">This has to stop.</p>
<p style="text-align: left;">
<p style="text-align: left;">It is time for every employee to belong to a single organization and for that organization to exclusively speak for all the employees in YISD.</p>
